Why did Northern Ireland need its own inspectorate?

The Belfast Agreement and the Criminal Justice Review 2000 provided an opportunity to develop an innovative inspectorate tailored to the specific needs of Northern Ireland.   The unified nature of CJI means the inspectorate is in a unique position to work across the various criminal justice agencies, promote inter-organisational learning and the sharing of best practice.
