The Optional Protocol to the Convention Against Torture and other cruel, inhuman or degrading treatment or punishment (OPCAT) is an international human rights treaty designed to strengthen protection for people deprived of their liberty.  
 
OPCAT requires States to designate a ‘National Preventive Mechanism’ (NPM) carrying out visits to all places of detention, monitoring the treatment and conditions for detainees, and making recommendations in relation to the prevention of ill-treatment. CJI is one of Northern Ireland's designated bodies.
